601 - Stealable Buff Notification

In XPerl and a few other UF mods I have toyed with, there were options to make STEAL-ABLE buff on your target easier to identify, such as allowing for a different border color, allowing said buffs to appear in a different area than regular buff, allowing for the buffs to appear on a different scale than other buffs. A feature like this, (while obviously only for mages) I believe would be an outstanding addition to this already fantastic mod.

It should allow as much cusotmization as there already is with how buffs/debuffs are regulated, just maybe attach "Steal-able Only" as an additional module so only mages will need to enable it if they choose, and allow for it to be able to exclude certain buffs according to player input (like a black list)
