15 - offsets for custom_frame anchoring

What is the enhancement in mind? How should it look and feel?

For custom_frame modules, requesting one of the two following enhancements:

1. Along with the auto-supplied "Size" and "Attach to" module layout widgets, also provide the user with X and Y offsets to be used when the "Attach to" anchoring is done.

OR

2. Allow a frame to define .offsetx and .offsety or similar properties and have these offsets applied when reanchoring the frame.

Enhancement 1 seems more solid in comparison to Enh 2 since with Enh2 the frame would need to notify Pitbull to initiate the reanchoring somehow.
