846 - Holy power resets on instance zoning, pb4 doesn't update

What steps will reproduce the problem?
1. Have 1 or more Holy Power charges
2. Zone in or out of an instance
3. Active power is reduced to zero during zoning, pb4 still shows the amount that existed before zoning

What is the expected output?
Check for and update HP charges after loading from an instance zoning.

What version of the product are you using?
4.0.0-beta16

Do you have an error log of what happened?
N/A

Please provide any additional information below.
It updates properly once a power change has fired again. HP appears simply to be reset before we have the UI back.
