332 - Latency module for cast bar

What is the enhancement in mind? How should it look and feel?

In addition to showing the perceived latency via a red section of the cast bar, it should also have the latency shown as %latency% ms

Please provide any additional information below.

It's small and relatively inconsequential, but it's nice to know roughly how long the latency is going to be with an actual number, a la how quartz handles latency on cast bars, rather than judging solely from the proportion of the cast bar that is red.

Presumably, the small number would behave like other text features, being mountable to a number of given points around the cast bar portion of the unit frame, if not around the entire unit frame itself.

(It would also mean I can disable quartz entirely, rather than having it mirror the cast bar that comes built-in to Pitbull ; )
