267 - Config Mode Frame Movement

What steps will reproduce the problem?
1. Enabling party config mode
2. Takes multiple clicks to get it moving in the first place
3. Unable to un-sticky party frames

What version of the product are you using?
PitBull4-r20090312234615

Do you have an error log of what happened?
No

Please provide any additional information below.
If the party frames are real, eg. if am in a party they work perfectly fine, otherwise they do the above.
