Iniital Commit.

Changes from mainline:
1. Both captains are in shimmering expanse. the Vashjir zone doesn't have any rares. Moved captain to right zone, commented out Vashjir cause that zone technically has no rares. The scan neighbor feature should scan for the shimmering ones if your map happens to be set to vashjir instead of correct sub zone. (this is probably more a wowhead error then anything but not sure how to work around it in dataminer, sometimes wowhead sucks)
2. Mysterious Camel figures had level information missing so it was fixed. This is a level 1 npc, not sure why it's missing in wowhead either. More suck on their end.
3. Detect and alert of a server restart or shutdown message audibly. (with options)
4. Changed default sound to NPCScan since it's far more effective at alerting.
5. Attempt to reduce false hunter pet positives in zones by forcing silver dragon to update cached mob table every time you change zones (ie it creates an index of mobs that are already cached and adds them to do not warn table). Should reduce the chance of SD spamming you as soon as you walk into a new zone that a rare was spotted (when it wasnt).
6. Reliable Cache scanning(ie not tamable mobs) will now update last seen times and location information in silver dragon. The cache function how only excludes recording hunter pets only. Should allow silver dragon to record seen times for things like camel figures now. (Updated: 8-25-11 for special blood seeker rule to ignore tamable check since no hunter is gonna pull off taming it. I don't think it's possible.)
7. Redid zones detection to force uldum, twilight highlands, and hyjal to have one name instead of 2. Should fix a bug where silverdragon would NOT scan for mobs in these zones if you were in a different phase of zone then when you first imported rares.
8. More accurate player location checking. Dungeon finds will also include coords.
9. Savemob is now utilize for syncs. This means that seen times especially will be updated when you recieve a sync from another player. Like the cache savemob feature i added though, this ignores hunter pets do to the chance they can be false positives.
