Use C_TooltipInfo for mob names if present
Don't use WorldMapFrame.AddOverlayFrame because it taints
Something about 10.0.0 spreads taint from AddOverlayFrame through to the
action bars. It requires that you trigger two loading screens before
they're tainted, so this was hard to track down.
