I've noticed since the last week that Rarity isn't loading (for example, when I'm logging in it doesn't say there's an event for Ice Chip). If I'm going to do some bosses that drop something, it won't track the tries at all. The only way to track them is to click on the minimap icon, in that way it loads everything and gets the kills it missed from the stats.
If I click on the minimap icon while farming for Ice Chip (the pet from the summer dungeon event), it still won't count the tries (I'm still at 0).

My addon version is r697-release-2

Is the addon actually loaded beforehand? If so, you should be able to open the options menu by typing /rarity. Otherwise, are there any errors? You might have to enable script errors if none are shown but the addon still isn't loading (see FAQ).

Tracking for Ice Chip should now be fixed.
