What steps will reproduce the problem?
1. Log in
2. Type /rcd config
2a. Go to Main Menu, Interface, AddOns Tab, RaidCooldowns

What is the expected output? What do you see instead?
I expect to see the config window for RaidCooldowns.  Nothing appears instead.  RaidCooldowns isn't even listed in the Interface -> Addons menu.

What version of the product are you using?
I'm getting the same error in every version.  I originally found the error in the 3.1.2.1 beta, but have since had the same problem in every other version available on Curse.

Background:  RaidCooldowns was working perfectly for me until I had to reinstall Windows.  I was unable to save my addons folder (but did save the WTF Saved Variables) and had to redownload all my mods.

Upon logging in, /rcd config does not work, nor does RaidCooldowns show up in the interface -> addons menu.

I downloaded every version available at Curse and they each behave the same way.  This is true on my lvl 80 main as well as on a level 1 I created as a test on a new server.  Deleting the RaidCooldowns files out of my WTF Saved Variables folder didn't change anything.
