Red bar temporarily appears next to my health bar when I cast a spell.

It looks like a lag / cast bar that some other casting mods use to show you the earliest possible time that you can cast your next spell. But instead of being inside the bar, it is on the outside. Screen shot attached.
I thought my other cast bar mod may be conflicting so I disabled it, and I also disabled the built in cast bar with AG frames and it still appears every cast.

No sooner than I posted this message I logged in and realized its the overhealing module delete at will

I see that in r700, but only during heavy pvp or area damage. That's normal? It sticks out quite far and further than what is shown in the ss, I'll try to get one of it.
