What is the enhancement in mind? How should it look and feel?
An interesting approach for estimating whether a certain spell (on cooldown) will be ready after the current casting spell would be to color part of the cooldown bar for the length of casttime remaining. For instance with standard settings your cooldown scrolls from right to left. Say you start a 2 second cast while spell on CD has 3 seconds remaining. Left Side of the bar would be colored green for the amout of 2 seconds (dimishing) followed by the cooldown icon at 3 sec mark (moving as usual from right to left). Like that:
