83 - arena content pack

I have a bunch of arena announcements that I defined for when I get CC'd, when I cast my CCs, and when I use certain CDs to announce "everyone blow your cooldowns NOW!!" and some related announcements.  I've been meaning to export these into the templates so they would be available for import for the general public.

Entered this ticket as a reminder to do that.

The arena pack I have is incomplete.  There are many CC spells not done yet and it's largely tailored to being a mage in my team, but the bulk of it should be usable by anyone, and could be enhanced later to fill in the missing debuffs.
