What did you do with ARL to cause the error/problem? Scan engineering

How critical is fixing this defect?  Moderately.

Scrapbot Construction Kit is listed as trainer, but it's not; it's a quest reward from a quest called "The Prototype Console" (that you can only get at level 77, so it's useless for levelling engineering if you're not 77.)
