wowhead lists enchant shield - lesser block - as a world drop. ARL lists it as a mob drop from two SM mobs of about the right level. My guess is that, while it does drop from those, it's not a mob drop.

(Also, you have lesser agility to cloak listed with mobs they don't, but it's possible it's just rare.)
