40 - LibAboutPanel dependency

would like to request a clearer comment up front on the mod's various web pages about the dependency on LibAboutPanel and how to find that... those who manage their mods "without externals" have to dig around and read the fine print. thanks.

    ANd a note, this will only affect those users who do not have embedded libraries.
