    Fix old-world map pins, Cata zone splits, and raid sizing (2.1.6 beta)

    Rendering: lift instance/raid pins to HIGH strata so they aren't hidden
    behind Blizzard's native entrance markers on vanilla/Wrath maps (icons
    were invisible-but-hoverable on Tanaris, Northrend, etc.). Add an
    optional per-zone instanceCoords override so an entrance can render at
    the right spot on both an overview map and its sub-zone.

    Data fixes (Cataclysm-changed zones):
    - Blackwing Descent moved from Twilight Highlands to Burning Steppes
      (Blackrock Mountain), joining the other Blackrock entries.
    - Pandaria: de-duplicate Mogu'shan Palace (Vale only) and move Gate of
      the Setting Sun to Dread Wastes.
    - Barrens split: add Southern Barrens (199) with Razorfen Kraul/Downs;
      Northern Barrens keeps Wailing Caverns. Stranglethorn: Zul'Gurub
      entrance coords corrected and added to the Stranglethorn Vale overview.
    - Throne of the Tides shows on both the Vashj'ir overview and the
      Abyssal Depths sub-zone.
    - Gate the whole post-Cataclysm dataset on isCata as well as isMoP via a
      new isCata flag, so the splits apply on Cataclysm clients too while
      pre-Cata clients keep the combined zones.

    Raid sizing: Onyxia's Lair reissued as a level-80 10/25 raid on Wrath+
    (vanilla 40-player kept pre-Wrath); standardize all Wrath/Cata/MoP raids
    to "10/25 Player" (verified against Wowpedia/Wowhead).

    Bump all five toc files to 2.1.6. Remove temporary debug commands.
