Debuff tooltip not shown in combat when option "Show buff tooltips" turned on #263

What steps will reproduce the problem?
1. Turn option General->"Show buff tooltips"
2. Enter combat and recieve debuff
3. Mouseover debuff
What is the expected output? What do you see instead?
I expect to see debuff tooltip
What version of the product are you using?
3.0.5f
Do you have an error log of what happened?
There is no error message
Please provide any additional information below.

Can you double check the little popup under the tooltips option that 'Not In Combat' isn't ticked.

Some updates:
1. It only affects debuffs in group and raid frames
2. It NOT affects debuffs of my target, target of my target and so on.
3. Yes, "Not in Combat" option if turned off

Bug still is here, r346.

I think it better describe as "During combat 'Show buff tooltips' option only affects buffs, but not debuffs (checkbox 'not in combat' is unchecked)".
