When selecting the speech to use for a given event, instead of selecting a new RNG each time you encounter that event, create a shuffle list once, and go through that in order, thus ensuring you hit each speech at least once before repeating any.  Once you've gone through the entire list, regenerate it for a new shuffle order, and just make sure the first one in the new order isn't the last one you just said.
