accumulitive update for RRQ LDB and Scanner. Adjust RRQ to not show again when disabled. Moved some methods around in LDB. Updated name scanner to progressivly scan tooltips (enable debug to watch it)

update RRQ to now handle any quest thrown at it, including ones managed by other modules. With the dependancy on npcs gone, it can take quests from inkeepers & others.

remove npcID useage from core and modules. Use the shift key if you want to stop the addon from interacting with the NPC as droping target will no longer work.
