Class: Happens on any class that uses a resource bar like Energy, Rage, Runic Power that fills and empties

Issue:  The resource bar sometimes just does not load when you login to any character that fits the classes mentioned above. You can be building RP, or Rage but your resource bar is empty.

This is usually fixed with a UI reload on the character, but I'm having to do this way too often and it's starting to be a hassle anytime I log my characters who face the issue.
