Support LibThreatClassic for Threat on Target Frame #1418

    I would love to see threat added to the target unit frame using the LibThreatClassic latest library. The person who wrote Real Mob Health has a stock unit frame addon called Modern Target Frame which adds threat just above the nameplate and it we could get similar functionality it would be insanely dope.
