    RL is ignoring my manual spirit cap

    What steps will reproduce the problem?
    1.  I have a resto druid with a manual spirit cap of 13600 as priority 1 and a manual haste cap of 13163 priority 2, mastery 3rd
    2.  I end up with like 14700 spirit when there are items left that can reforge out of spirit into mastery
    3.

    What is the expected output? What do you see instead?
    spirit closer to specified cap and no items left that have available reforgeable spirit

    What version of the product are you using?
    1.37

    Do you have an error log of what happened?
    No
