Fixes the Postal Express module issues introduced by WoW 10.0 release and re-enables the Express feature.  Thanks go to Stanzilla for the idea of how to fix this issue.

The 10.0 release removed the MAIL_CLOSED event from the game.  This broke the rake money summary feature.  This fixes that issue.
