UpdateScanList: Send a NPCScan_ScannerDataUpdated message along with scannerData, so things can subscribe instead of UpdateScanList needing to be aware of them.

Replace inline editing of the scan list with a full refresh when an eligible NPC dies so everything that depends on the update, such as the search macro, will fire with correct data.
