Incorrect time left on CC #1

    What steps will reproduce the problem?
    1. Use Psychic Scream or Shackle Undead (haven't tested other chars or other CC).
    2. View the frame which displays the timer as higher than it is supposed to be.

    What is the expected output? What do you see instead?
    Timers should match the actual debuff duration.

    What version of the product are you using?
    r89 also tested r92
