Bug Fixes:
- Hook sanity self check could fail during cinematic sequences wrongly disabling the library.
- 5e3772cd422 was half done: The library would fail to re-enable itself after live-upgrading.
- Use the new C_Timer API instead of an animation based timer
- TOC to 60000 and MINOR to 9

    use isVisble() instead of isShown()
    - Use the new C_Timer API instead of an animation based timer
    - 5e3772cd422 was half done: The library would fail to re-enable itself after live-upgrading.
    Happens if a load-on demand add-on with a new version of the library is loaded while an old version of the library is already up and running.
    
    The strangest thing is that I do remember testing this... but it couldn't have worked, ever.
