    Remove unwanted inherited mixin function

    Our buttons already have a HasAction function from the metatable, the
    mixin blocked the metatable from being used.

    Fixes a variety of behavior in 12.1

    Re-introduce global mouse handler for button state correction

    The visual issue this fixes is still present on 3D targeted spells when
    on-press casting is used.

    If the keybind-click issue reappears, it needs to be more thoroughly
    investigated.

    Cleanup the classic path, and remove some redundant functionality

    GetPassiveCooldownSpellID was removed, as retail was the only version
    that used it, and the functionality has been folded into the normal
    cooldowns.
