Set default update speed for new installations to 60hz to have everything appear smoother. I recommend anyone who has it at the default of ~30 bump to 60.
Fix an issue where bars such as TargetHealth could sometimes get stuck at the wrong value on clients < 12.0. This was most noticeable when the bar's value changed right as it was hidden, like when an enemy dies.
Fix reliability of player castbar in 12.0 with casts in quick succession.
