Improve reliability of Target castbar interruptions.
Add Reverse option to class power counters (Mage Arcane Charges, Monk Chi, Evoker Essence, Paladin Holy Power, and Warlock Shards) and Dragonriding Vigor charges.
Add Numeric Horizontal Offset option to class power counters and Dragonriding Vigor charges when using the "Also show numeric" option so it can fit alongside vertical orientations better.
