Show tooltip in combat only with modifier #350

    One feature I would really love is the option to show tooltip on mouseover in combat while holding a modifier, say shift.

    I often like to see tooltips of people while in a pug, just to view titles/guild/etc, but right now the only show tooltip options are Always, Never, and OOC.

    The API has a nice function IsShiftKeyDown(), but I'm really not sure where the showtooltip menu options/functions are located.
