I can't see the cooldown for the spell reflection.

I can't see the icon, but warriors cast spell reflection.

I can see the spell reflection icon after casting.

Adaptation,the same.

I can see Adaptation after using.

For the 2nd one, are you using ElvUI maybe?

ElvUI changes a configuration variable. That's why the bug exists.

If you just disable ElvUI, the variable stays the same.
