Release: Fortress-1.14

Borlox:
    - Updated the AceGuiSharedMediaWidget detection to be compatible with the next version.
    - Added more font options (outline, monochrome).
    Updated enUS and deDE locale.
    - Updated enUS and deDE locale
    - Added blockFadeOutAlpha to control the alpha of a 'hidden' block.
    - Added text shadow color option.
    - Fix for #49 (error in OnClick)
    - Updated TOC notes and added -deDE version.
    - Add some comments to Options.lua mainly describing the options table creation.
    - Added enUS and deDE localizations for the tooltip scale option
    - Added tooltip scale setting.
    - - removed two lines containing only tabs to fix some very stupid loading error messages (#47)
    - - changed minimum block height/width to 5 (down from 20/10)
    - - possible fix for ticket #45 (error on logout)
