Localization update - Removed unused phrases, added zhTW.

Converted all the character profile stuff to AceDB.
Refixed the description truncated bug.
Lots of stuff still broken in this build, for testing only.

More restructuring of the flagRSP2FormatTooltip function.
More local, less global!
flagRSP2FormatTooltip now returns a table of values instead of changing global variables.
Fix nil concatenation error.
