Tagging v1.2

JC Ford:
    - Fixed tool lock option.
    - Added a Hide In Combat option. Eliminated some taint issues.
    - More cleanup. Moving buttons no longer triggers them. Moved option checkboxes to UI Options Panel.
    - Note to self: When adding new files, add them.
    - Refactored and cleaned up code and layout. Added buttons for portal shards.
    - toc update
    - Added sounds. Added options to turn off messages and sounds.
    - Picking up localization updates.
    - Big scanner rewrite. No more macros in localization files, just NPC (crop) names. Macro built on the fly, extended across many frames for seamless one-click execution.
    - Finally licked the positioning issue. Who knew that moving frames get reanchored? That's just evil.
