What steps will reproduce the problem?
1. you/i cannot hide the tooltip while in combat. if i select "never" the tooltip still pop up
2. if i select a modifier to show the hidden tooltips (that are not hidden see 1.) the shown tooltips hide if i press the button

What is the expected output? What do you see instead?
hide all tooltips when i select "never"
hide tooltips in combat if i select "out of combat"
show tooltips if i press a modifier

What version of the product are you using?
