Talryn:
- Fix localization issue with Necrotic Plague.
- Fix error when dragging the Necroticblight indicator.
- Fix issues with Swing Timer and Cooldown Bar for CDs of changing duration. * Add callbacks for player alive and dead * Ensure Swing Timer is hidden after death/res. * Do not show the Swing Timer at start of combat. Wait until a swing lands. * Update CDs on Cooldown Bar any time the end time changes. Should fix bugs with a cooldowns whose duration can be changed while on cooldown (including Blood 2 piece).
