What steps will reproduce the problem?
1. mouseover any itemlink in chat
2. use mousewheel to scroll chat

What is the expected output? What do you see instead?
when I move the cursor away from itemlink, its still stuck on the cursor until I move it out of the screen, then the tooltip is removed from cursor

I'm unable to reproduce this;

I started my wow with the following addons loaded:
* ACP
* BugGrabber
* Chatter

Turned on the 'LinkHover' module in Chatter; created an itemlink in the trade channel (also tried party/raid/guild), and hovered my mouse over it. The second I left the area of the link; the tooltip vanished.

When I click the link; a draggable tooltip pops up with a close-button on it.

I suspect a 3rd party addon mucking about.

If you can provide more information to reproduce the problem I will see if I can replicate it.

I did some testing today and it happens only when you move your mouse on some itemlink and use mousewheel to scroll the chat

I can confirm this issue.

When you hover the mouse over an itemlink, and the chat underneath scrolls (either because it's pushed up by a new line, or because you scrolled with the mousewheel), the itemlink gets stuck to the mouse cursor. You can remove it by finding any other link to generate an 'OnLeave' event with.
