What steps will reproduce the problem?

If you still use Pitbull3, then the "HideBlizzard" sub-mod inside it will cause the player castbar for "Castbars" not to show up.  I didn't go so far as to try different settings in Pitbull, I just found that with that sub-addon of Pitbull enabled, the player castbar would not show up.  However, it does still show up in configuration mode, just doesn't display properly when casting.  Enemy castbar works fine, only the player's bar is affected.

I have not tested it with Pitbull4 yet, but I will be messing with it some tomorrow and will probably try it out.

Well, it looks like Pitbull4 does the same thing too, but you can go into the "Hideblizzard" module's options in Pitbull and configure it not to hide the default Blizzard castbar and it shows back up after that. My LUA knowledge is virtually non-existent, but I'm guessing you're re-using the same frame or name that Blizzard uses for that castbar.

The Player Castbar IS the Blizzard casting bar. If you choose to hide it, using some other addon, sure you should be expecting it to hide!?

Besides, I've been using Pitbull 4 and IceHUD for all of the time Castbars have been developed, and none of these hide the Blizzard casting bar by default afaik, and even if they did, so what? If you weren't using Castbars you'd get the same behaviour.
