Option to lock the map #157

    What is the enhancement in mind? How should it look and feel?

    I'm hoping for an option to toggle locking the position of the map within the UI.  I am currently playing with replacing the zone map with Cart3 and find myself dragging it out of its place often.

    Please provide any additional information below.

    Temporary solution is to comment out
      this:StartSizing(sizingPoint)
    and
      this:StartMoving()
    on lines 1956 and 1960, but I'd like to be able to set a flag for it.

    And I forgot that tickets don't use bbcode. I fail.
