Make setupCallbacks() accessible from the outside for add-ons relying on BG events so they can make BugGrabber.RegisterCallback() appear when they need it (CallbackHandler-1.0 is not embedded in BG) and thus BugGrabber.RegisterCallback() is usually only available after PLAYER_LOGIN (when a non-embedded BG is loaded)...
