-toc update
-remove unneeded localizations (use globals)
-removed oRA2 functionality and comms
-added oRA3 functionality with tank toggle button on tooltip
-fixed difficulty detection for new patch (blizz seems bugged atm)
-removed broadcast/clear tanks not possible anymore
