What steps will reproduce the problem?
1. Clean install Bartender
2. Setup keybinds for bar 1
3. Setup paging for bar 1 for the alt key to page to any other bar
4. Hold alt to page to the other bar and press a keybind
5. Setup paging for bar 1 for the alt key to don't page and for the ctrl key to page to the bar you had on alt
6. Hold ctrl to page to the other bar and press a keybind

What is the expected output? What do you see instead?
When alt is used to page, the keybind button shows that it is being pressed (as long as alt+number is not bound to something in the blizzard keybinding interface), but does not actually perform the action on that keybind. Alt+clicking on the button has the same effect; it shows the button being pressed but the action is not performed and no error text appears for being out of range/no target/etc
When ctrl is used to page to the same bar, it works fine.

Expected to see alt work properly

No error log produced.

Some other addon must be breaking that, then. It works fine for me.
