Keybinds on disabled bars are not registered on login #2369

I have some spells/macros that I don't need to have on visible action bars since they are either off cd, mounts, focus macros or in cooldown manager. The bars are: bar2, bar3 and bar5 (these are their numbers in the bartender settings, actual bar numbers are 4,5,6). These bars are disabled by default so I don't click on them by accident, and whenever I want to edit something, I just enable them via macro (/bt bars 4 enabled). Fade out and alpha doesn't work for this because then they are still clickable and could prevent me from turning my camera if I hover over them. This solution worked for years, but around 1,5 - 2 months ago, the disabled bars stopped registering keybinds on login. Basically what happens is after login, if a bar is disabled, the configured keybinds don't work initially. What I need to do is enable the bar, open keybinding menu, change one keybind on them and then I can disable them again and all keybinds work.
Would really appreciate a fix, thank you for your time and this great addon.

Similarly, if I have an actionbar with <12 buttons, the truncated buttons don't get keybound.  Instead, pressing the bind presses a different button entirely.  Happens the same with Blizzard and BT keybinds.

I have a similar sound issue but perhaps not exactly based on what you are reporting.

I have tried to see what exactly is causing it and it does have to do with UI loading but I don't think it's limited to @login.

If I disable a bar with bartender it will still work as expected until a /reload or logout/in. E.g. if I have blizzard in slot 1 of bar 2, hotkeyed to F1 - f1 will cast blizzard with bar show, with bar disabled. if I reload or relog after it's disabled, the F1 key will press my bar 1 "1" keybind. I suspect it's related to the actionbar slot because if I was using F2, after a reload/relog it would fire bar 1, slot 2.

If re-enable the bar and reload it will return to normal functioning.

I guess I can just flick on click-through and set alpha to 0% in the meantime.
