When using the default wow UI, the art bar shrinks depending on how many active icons/rows you have on Action Bar 1.
Bartender4's art bar are just static images that have empty buttons on it with one universal scale. You can only use it if you want 12 spells on a single row.. It would be nice to keep it the same size as is, but shrink the width/gap so you can have stacked rows in it.
