I've only had this happen in arena on retail. I play a rogue and sometimes during an arena match my bar 1 and stealth bar (bar 7) become the same bar. I have also had this happen with bar 1 becoming synced with bar 2. Doing a /reloadui does not fix the problem, only restarting the game fixes it.
