Bartender's bar positioning settings currently only appear to allow positioning the Top Left point of each bar relative to any of the 9 main points of 'Screen'.
For finer grained positioning, it would be good to reproduce the positioning settings from Shadowed Unit Frames where, when Advanced settings are enabled, positioning can be expressed as:
In the 'Anchor to' drop-down, SUF lists the Screen and all of the other unit frames, so that they can be positioned relative to eachother as well as to the overall screen.
In the screenshot crop above, this is the positioning for my main Player frame. My Pet frame is positioned relative to this, with:
Point Anchor to Relative point Top Player frames Bottom X Offset Y Offset 0 -10
If Bartender4 could implement a similar system, we could anchor Bar 2 relative to Bar 1. When Bar 1 is moved, Bar 2 moves with it.
I suppose something like that would be possible, but ultimately it doesn't add "new" functions, or do you frequently move your bars outside of a one-time setup?
