What steps will reproduce the problem?
1. Getting into a vehicle in a situation where you have no vehicle abilities (example, a passenger on a demolisher)

What is the expected output? What do you see instead?

There needs to be a way to exit the vehicle.  There are two possible configurations:

If the option to use the blizzard vehicle UI is selected:  Then the bartender UI is disabled, but there is really no blizzard UI since there are no vehicle abilities when you are a passenger.  Therefore, you cannot exit the vehicle.

If the option to use the bartender UI is selected:  Well, I've never been able to get this to work.  The vehicle abilities never show up on the bartender bar, nor to they show up on any of the action bars.

A simple stop-gap fix would be to not disable the bartender vehicle UI when use blizzard UI is selected.  That way, we'd still have the exit button.  The real fix would be to allow the blizzard exit button to show up on the stance bar (I think that's where it goes in the default UI)

And yes, I did see a similar (though less detailed) report of this problem in 124, which is now marked "invalid" with the suggested fix of enable the vehicle bar.

Problem is, we have to use the blizzard UI in order for the vehicles to work in the first place, and using the blizzard UI disables the vehicle bar automatically.

Hey there.. I am getting this issue as well, tried all sorts of configurations and I cannot get the vehicle exit button to come up when passenger in some vehicles and on some toy mounts that you rock back and forth on etc.

I have plans to add new vehicle functionality soon that probably solves this, hang on.

I saw a blue post not too long ago stating that the vehicle UI is borked and they said that they were working on a fix. Could be that this is why you don't see it.

You can also use CTRL 1, 2, 3, 4, etc to push buttons inside a vehicle without seeing the bars or tooltips if you absolutely have to do a quest.
