Is it possible to create new bars beyond the default 10 actions bars and the built-in UI bars?  I'd like to be able to do things like add additional art bars, more than 10 action bars, or duplicate existing bars so that certain buttons can be moved around depending on conditions (like move the bags and micro menu to the side in Vehicle mode)

Blizzard limits you to 120 standard action buttons.  You can sort of create extras with special functionality, but not general "drag whatever to the button" ones.

BT4 will let you do some special paging and state configs, so that a "bar" on the screen changes to show different bars under the hood.  I've never looked at whether that's limited to action bars versus bags/micromenu/etc bars.
