What steps will reproduce the problem?

1. Bind Penance to a bar with mouseover casting enabled.
2. Attempt to mouseover either a friendly or hostile unit frame, nameplate, or character model; and then cast penance.

What is the expected output? What do you see instead?

Expected: Penance follows priority of any other mouseover casted spell; i.e.: casts on valid moused over unit with highest priority, otherwise casts on valid target, otherwise casts on player.

Instead: Penance never casts on a mouseovered unit frame, nameplate, or character model. It will either cast on a valid target or default to the player.

What version of the product are you using?

I am not using any click to heal addons (clique, vuhdo etc.). I've made sure to test this with other spells on the same bars as well as other bars, both harmful spells and healing spells. All other spells seem to work fine in all mouseover scenarios, but only penance has this problem. I can only assumed this is because it has both harmful and helpful targets as valid, or because it's channeled, or some combination of the two.

Penance as a spell is somewhat..special, because its one of those rare spells that work on both Friendlies and Enemies, therefor Bartender has a hard time to figure out if it should allow mouseover casting in a given situation. Unfortunately I don't have a priest myself to go about fixing this.
