Support for the three additional action bars in WoW 10.0
To properly integrate them with the most logical sense, existing bars
have been renamed slightly:
Bar 1-6 remain as-is
Bar 7-10 are now called "Special Bar 1-4", as they are used by Druids
Bar 13-15 (the new ones) take the places of Bar 7-9
For a final result of:
Bars 1-9
Special Bars 1-4
